Traders in Gloucester City Centre have complained about recording a downturn in trade after the local council had automatic bollards installed in the area in a bid to promote a ‘cafe culture’, a recent news report in the local media has been able to find.
The bollards block access for vehicles to the city between 10am and 5pm but traders say they regularly see delivery vans ignoring the signs and getting stuck after 10am.
Furthermore, shopkeepers have raised concerns that customers are unable to collect bulky items from the store, while emergency vehicles might also be delayed by the bollards.
Jason Humm, area highways manager at Gloucestershire County Council said: “The bollards make it safer for shoppers using the pedestrian area. Emergency vehicles have access at all times, and when the bollards are not in operation the streets are also open to delivery drivers.
“It has been illegal since the 90’s to drive on the gate streets between 10am and 5pm and the police can still enforce against any vehicles which are there when they shouldn’t be.”
