A council shrugged off concerns about a lack of toilet facilities after it described its cutbacks as the worst since the war. At Manchester all bar one of its toilets will be shut down. Minister Grant Shapps argued that more should have been done to cut middle and senior management rather than closing 18 public conveniences. But Manchester City Council said many shops had agreed to let their toilets be used and said this was the more popular choice for the public.
